ShortlyafterthisroughdraftwasdictatedthePanamarevolutioncame,andIneverthoughtoftheroughdraftagainuntilIwasaccusedofhavinginstigatedtherevolution。ThisaccusationispreposterousintheeyesofanyonewhoknowstheactualconditionsatPanama。OnlythemenaceofactionbyusintheinterestofColombiakeptdownrevolution;assoonasColombia’sownconductremovedsuchmenace,allcheckonthevariousrevolutionarymovements(therewereatleastthreefromentirelyseparatesources)ceased;andthenanexplosionwasinevitable,fortheFrenchcompanyknewthatalltheirpropertywouldbeconfiscatedifColombiaputthroughherplans,andtheentirepeopleofPanamafeltthatifindisgustwithColombia’sextortionstheUnitedStatesturnedtoNicaragua,they,thepeopleofPanama,wouldberuined。KnowingthecharacterofthosetheninchargeoftheColombianGovernment,Iwasnotsurprisedattheirbadfaith;butI wassurprisedattheirfolly。TheyapparentlyhadnoideaeitherofthepowerofFranceorthepoweroftheUnitedStates,andexpectedtobepermittedtocommitwrongwithimpunity,justasCastroinVenezuelahaddone。Thedifferencewasthat,unlessweactedinself-
