ThesuitagainsttheSteelTrustbytheGovernmenthasbroughtvividlybeforeourpeopletheneedofreducingtoorderourchaoticGovernmentpolicyasregardsbusiness。AsPresident,inMessagestoCongressI repeatedlycalledtheattentionofthatbodyandofthepublictotheinadequacyoftheAnti-TrustLawbyitselftomeetbusinessconditionsandsecurejusticetothepeople,andtothefurtherfactthatitmight,ifleftunsupplementedbyadditionallegislation,workmischief,withnocompensatingadvantage;andIurgedasstronglyasI knewhowthatthepolicyfollowedwithrelationtorailwaysinconnectionwiththeInter-StateCommerceLawshouldbefollowedbytheNationalGovernmentasregardsallgreatbusinessconcerns;andthereforethat,asafirststep,thepowersoftheBureauofCorporationsshouldbegreatlyenlarged,orelsethatthereshouldbecreatedaGovernmentalboardorcommission,withpowerssomewhatsimilartothoseoftheInter-StateCommerceCommission,butcoveringthewholefieldofinter-Statebusiness,exclusiveoftransportation(whichshould,bylaw,bekeptwhollyseparatefromordinaryindustrialbusiness,allcommonownershipoftheindustryandtherailwaybeingforbidden)。IntheendIhavealwaysbelievedthatitwouldalsobenecessarytogivetheNationalGovernmentcompletepowerovertheorganizationandcapitalizationofallbusinessconcernsengagedininter-Statecommerce。
