Initsbearingonthequestioninhand,the“socialproblem“ atlargepresentsthissingularsituation。Thegrowthofbusinessenterpriserestsonthemachinetechnologyasitsmaterialfoundation。Themachineindustryisindispensabletoit;itcannotgetalongwithoutthemachineprocess,Butthedisciplineofthemachineprocesscutsawaythespiritual,institutionalfoundationsofbusinessenterprise;themachineindustryisincompatiblewithitscontinuedgrowth;itcannot,inthelongrun,getalongwiththemachineprocess。Intheirstruggleagainsttheculturaleffectsofthemachineprocess,therefore,businessprinciplescannotwininthelongrun;sinceaneffectualmutilationorinhibitionofthemachinesystemwouldgraduallypushbusinessenterprisetothewall;whereaswithafreegrowthofthemachinesystembusinessprincipleswouldpresentlyfallintoabeyance。 Thereisrelativelygreatflexibilityandpossibilityofgrowthandchange;naturalrightsaresingularlyinsecureunderanychangeofcircumstances。Themaximiswellapprovedthateternalvigilanceisthepriceof(natural)liberty。When,asnow,thissystemisendangeredbysocialisticoranarchisticdisaffectionthereisnorecoursethatwillcarrytheinstitutionalapparatusbacktoasecurenatural-rightsbasis。Thesystemofnaturallibertywastheproductofapeacefulregimeofhandicraftandpettytrade;butcontinuedpeaceandindustrypresentlycarriedtheculturalgrowthbeyondthephaseofnaturalrightsbygivingrisetothemachineprocessandthelargebusiness;andthesearebreakingdownthestructureofnaturalrightsbymakingtheserightsnugatoryontheonehandandbycuttingawaythespiritualfoundationsofthemontheotherhand。Naturalrightsbeingaby-productofpeacefulindustry,theycannotbereinstatedbyarecoursetowarlikehabitsandacoercivegovernment,sincewarlikehabitsandcoercionarealientothenatural-rightsspirit。Norcantheybereinstatedbyarecoursetosettledpeaceandfreedom,sinceaneraofsettledpeaceandfreedomwouldpushonthedominanceofthemachineprocessandthelargebusiness,whichbreakdownthesystemofnaturalliberty。
